What It Is
The Panama Pensionado Visa is a permanent residency program for retirees with a guaranteed lifetime pension from a foreign government, international organization, or private company. Applicants must receive a minimum pension of USD 1,000 per month, or USD 750 per month if they own Panamanian real estate valued above USD 100,000.
The visa was launched in 1987 to attract foreign retirees and is consistently recognized as one of the best retirement programs in the world. It reportedly carries a 97% approval rate, with almost 2,000 visas granted in 2024.
It requires no investment in real estate or financial instruments beyond what you already have. Your pension is your qualification.
Who Qualifies?
Any foreign national of any nationality who receives a verifiable, guaranteed lifetime pension of at least USD 1,000 per month from a qualifying source. Qualifying sources include government Social Security programs, military pensions, state retirement funds, and private corporate pension plans. The key word is lifetime. The pension must be guaranteed for life, and the certification letter must explicitly state this.
There is no age requirement. Anyone over 18 who receives a qualifying lifetime pension is eligible.
The Tax Advantage
Panama's territorial tax system means that pension income earned outside Panama is generally not subject to Panamanian income tax. For most foreign retirees, Social Security, military pension, or private pension income arrives effectively tax-free on the Panama side. US citizens remain subject to US federal tax obligations regardless of where they live. The Foreign Earned Income Exclusion and Foreign Housing Exclusion provide partial relief in many cases. Pensionado Visa holders are legally entitled to an extensive package of mandated discounts regardless of age, including 50% off entertainment nationwide including movies, concerts, and cultural events, 25% off restaurant dining, 50% off hotel rates Monday through Thursday and 30% on weekends, 25% off airline tickets, 30% off bus and train fares, 20% off private medical consultations, 15% off hospital bills when uninsured, 10% off prescription medications, and 25% off utility bills including electricity, water, and telephone.
