What It Is
The Professional Foreigner Visa, formally the Permanent Residence Provisional Permit for Foreign Professionals, is designed for highly qualified foreign nationals who hold recognized academic degrees and wish to work in Panama under a standard employment contract. It provides a two-year provisional residency permit with the option to convert to permanent residency, combined with a MITRADEL work permit authorizing legal employment.
Who It Is For?
The Professional Visa is the appropriate pathway for internationally qualified professionals who have received a job offer from a Panamanian company, or who are relocating to Panama as part of a corporate transfer or regional assignment. It is most commonly used by finance professionals, engineers, technology specialists, medical professionals, and executives.
Note that certain professions in Panama, including law, accounting, and some medical specializations, are reserved exclusively for Panamanian nationals and are not accessible through this pathway.
Key Requirements
A recognized university degree or professional qualification, authenticated and validated by the relevant Panamanian professional body or educational authority. A formal employment contract with a Panamanian employer, registered with MITRADEL. The employing company must comply with Panamanian labor quotas, which generally limit foreign employees to 10% of the total workforce, with a higher 15% quota available for specialist roles. A minimum monthly salary of USD 850.
The Work Permit Process
In Panama, residency and work authorization are two separate processes managed by two separate authorities. Residency is handled by the National Immigration Service. Work permits are issued by MITRADEL, the Ministry of Labor. Both processes must run in parallel, and both require careful coordination.
